Referee List & Clinic Hosting


BC Soccer is pleased to work with the membership and their affiliate clubs to help develop referees and to help BC Soccer members access registered refereees. Please see below for information on how your district/club can host a referee clinic and for information on how to access BC Soccer Registered Referees.

Member Access to BC Soccer Referees

In 2008 the BC Soccer Board discussed the topic of distributing personal contact information of referees as it relates to the privacy information act (PIPA) was discussed.

The following was approved:

PIPA (Personal Information and Privacy Act) requires organizations to give consideration as to how privacy matters are handled. Having reviewed the PIPA material there is clearly no intent to hamstring organizations as they go about their daily business in a reasonable fashion. To quote one specific section from the PIPA outline:

Deemed Consent: PIPA says that an individual is “deemed” to consent to collection, use or disclosure of personal information if the individual provides it for a purpose that would, at the time, be considered obvious to a reasonable person.” (PIPA Guide, Page 14).

Clearly, referees are “reasonable persons” and therefore, by participating in a BC Soccer approved course and by completing annual registration that, in combination, allows them the right to referee within B.C., they would most certainly expect their names to be circulated to individuals who might desire to use their services.

Therefore any individual within the membership of BC Soccer who falls into one of the below categories and has submitted the appropriate forms to the BC Soccer Head Office is able to receive access, on a regular basis, to the up-to-date / complete BC Soccer Registered Referees List.

    - Scheduler
    - Discipline Representative
    - Adult League Representative
    - Youth District Representative
    - Head Referee / Referee-In-Chief
    - Tournament Scheduler
    - Club / District Executive Director


Member Organizations MUST ensure compliance with BC Soccer’s Rule 17- Criminal Record Checks for all individuals who are gaining access to the list of BC Soccer Registered Referees.

Individuals who are gaining access to the list of BC Soccer registered referees are able to view personal information.  Therefore the organization that the individual is accessing the information on behalf, have a serious potential liability and MUST ensure they are in compliance with BC Soccer’s Rule 17) (Risk Management / Criminal Record Check complaince).

How to set-up an account to view the list of BC Soccer Registered Referees

In order to gain access to the new BC Soccer Ref Centre referee management system which will allow you to view the list of currently registered referees, please follow the steps below.

1. Please visit  www.refcentre.com/bcaccountrequests
2. Request an account by completing the form
3. A staff member from E2E will contact you via e-mail with instructions once they create your account
4. To log in with your credentials visit www.refcentre.com

Once you have your account and log into the Ref Centre, the list of BC Soccer registered referee is located under the ‘Report’ tab at the top of the page and the ‘Registration Report’ is the report you need.

You can export this list to excel by clicking on the ‘export to Excel’ link located under the ‘Submit’ button.  Once in excel you can sort and view as needed.

If you are also a Clinic Host you are able to request Entry Level and Refresher clinics online via your account.  This can be done under the ‘Course Management’ tab by click on the ‘Add’ option and filling in and following the prompts.

1. Where it asks for ‘Type of Session’,
Open = Available for anyone to register, and
Private = Only individuals that have the code that you create can register
2. On the next page you can identify where the individual pays or if the host is paying for the participants.

It is explicitly understood that any individual who is granted access to view the list of registered referees agrees to;

1. Not recreate, reproduce, nor redistribute any and all data, document, and information provided to by BC Soccer without their expressed written consent.
2. Only use the information provided for British Columbia Soccer Association affiliated/sanctioned activity.

Member and Affiliate member clubs - Clinic Hosting

BC Soccer has improved the process for requesting referee clinics online via the BC Soccer RefCentre referee management system.

In order for you to be able to request the clinics that your club and/or district are looking to host, please follow the steps below.

Create an account:

  1. Please visit  www.refcentre.com/bcaccountrequests
  2. Request an account by completing the form
  3. A staff member from E2E will contact you via e-mail with instructions once they create your account
  4. To log in with your credentials visit www.refcentre.com

Request a course:

  1. Login to Administrative RefCentre account www.refcentre.com
  2. Under “course management” select “add”
  3. Select which course you wish to offer “entry level” or “small sided”
  4. Select the registration model;

OPEN: Anyone can register for this course. Each individual/student must pay themselves.

PRIVATE: The host can enter a code for the clinic. Only those who have/use the private code can register. Each individual/student must pay themselves. If the PRIVATE clinic option is selected, the host is responsible for distributing the code to participants.
 

Please allow a minimum of 5 business days for BC Soccer to approve your course. Courses will not be approved until an instructor has been arranged. This can take some time, especially in remote regions, or during peak times when instructors servicing your region may already be assigned to other courses.

IMPORTANT NOTE

Small Sided Clinic request dates provided by the host must be received by BC Soccer a minimum of 3-4 weeks prior to suggested Small Sided Clinic start times, and Entry Level Clinic request dates provided by the host must be received by BC Soccer a minimum of 4-5 weeks prior to suggested Entry Level Clinic start times. All clinics are subject to BC Soccer's approval.
