Notice of Rule Change.

At the Board of Directors Meeting of June 28th, 2008, as directed by the membership, the Board passed the following motion:

That Rule 23 d be changed as follows:

From

A youth aged player may register and play outside of the district in which he/she resides providing that no affiliated team of youth aged registered players shall register and/or play more than three (3) Out-of-District players.

i)                    Those districts whose boundaries are limited by geography and player registration of less than 1000 players may apply to the Association for special exemption from Rule 23 d)

To

A youth aged player may register and play outside of the district in which he/she resides providing that no affiliated team of youth aged registered players shall register and/or play more than three (3) Out-of-District players, except

i)                    Those districts whose boundaries are limited by geography and player registration of less than 1000 players may apply to the Association for special exemption from Rule 23 d)

ii)                  For the 2008-2009 playing season, those teams playing in the U-17 and U-18 age groups shall be allowed to register no more than five (5) Out-of-District players.

Rationale:

This rule change is made at the direction of the Membership made at the Annual General Meeting of the Association on June 7th 2008

Next Steps:

This motion is now subject to the ratification of the Membership at the next General Meeting of the Association.  This meeting is currently scheduled for January 10th, 2009.

Should this motion be ratified, as this motion is only effective for the 2008-2009 season, the Board will present at the June AGM a further amendment that will remove the seasonal limitation should the membership wish to make this a permanent change.

Alternatively should this rule change fail to be ratified, the exemption will no longer be in effect, and any team with greater than 3 out of district players will immediately be required to modify their roster to comply with the original version of the rule.

It should be noted that the transfer deadline is January 15th, 2009, and any team needing to adjust their roster will have to have completed any required transfers by that date.
