In 2008 the BC Soccer Board discussed the topic of distributing personal contact information of referees as it relates to the privacy information act (PIPA) was discussed.
The following was approved:
PIPA (Personal Information and Privacy Act) requires organizations to give consideration as to how privacy matters are handled. Having reviewed the PIPA material there is clearly no intent to hamstring organizations as they go about their daily business in a reasonable fashion. To quote one specific section from the PIPA outline:
Deemed Consent: PIPA says that an individual is “deemed” to consent to collection, use or disclosure of personal information if the individual provides it for a purpose that would, at the time, be considered obvious to a reasonable person.” (PIPA Guide, Page 14).
Clearly, referees are “reasonable persons” and therefore, by participating in a BC Soccer approved course and by completing a registration form that, in combination, allows them the right to referee within B.C., they would most certainly expect their names to be circulated to individuals who might desire to use their services.
Therefore any individual within the membership of BC Soccer who falls into one of the below categories and has submitted the appropriate forms to the BC Soccer Head Office is able to receive , on a regular basis, the up-to-date / complete BC Soccer Registered Referees List.
- League Scheduler
- Tournament Scheduler
- District Discipline Representative
- Club / District Executive Director
- Head Referee
- Referee In Chief
In order to receive access to view the list of BC Soccer Registered Referees, via the BC Soccer on-line registration / database tool, you must have submitted the following to the BC Soccer office:
- Completed / Signed Waiver Form (found below).
- A signed Employment / Volunteer Disclosure Form (A&B) (found below).
- A letter from your District authorizing you to obtain this information. This letter must be on District letterhead and include the following information:
- Individual's first and last name.
- Telephone Number.
- E-mail address.
- Advise as to what capacity this individual is receiving the list of BC Soccer Officials (i.e. League Scheduler / District Discipline Representative, etc.)
Originals must be received by the British Columbia Soccer Association (fax or e-mail forms are not acceptable).
